INDOOR NETBALL

RULES AND REGULATIONS

INTRODUCTION

Indoor netball is a game played on an indoor court fully enclosed by netting, dividing into three equal areas with seven (7) players and three interchange players per term.

The rules on indoor netball are based on those of outdoor netball, with added rules for the use of the nets. Each rule has a spirit of intent and should be read with this in mind. The rulings to be utilised at Kaleen Indoor Sports are the rulings of the Australian Indoor Netball Association.

 

SECTION 1 - EQUIPMENT

 

1.Court

The court is rectangular in shape measuring 28.5 metres long and 12 metres wide. Two transverse lines parallel to the end lines shall divide the court into a Centre and two Goals thirds. There shall be a circle, 0.9 metres in diameter, in the exact centre of the court, which shall be known as the centre circle. In each goal third there shall be a semi circle, approx 3.6 metres radius, with its centre at the midpoint of the end line. These will be the goal circles. The court will be fully enclosed by netting on all sides and the ceiling.

 

2. Goalrings

A steel ring will be attached to a mounting outside of the court. The goal ring will be affixed approx 3.05 metres above the floor and the ring will project horizontally out onto the court at the central point on each end line., The ring may be fitted with a net which will be open at both ends.

 

3. Ball

The ball shall be a size 5, internationally accepted Netball Association ball.

 

4. Uniform

Players must wear a form of rubber soled sports shoe or boot suitable to indoor competition. Players will not be permitted to play in spiked sole shoes, thongs or barefeet.

Each team must wear a uniform consisting of identical shirts. The only variation to be permitted shall be the printing of names, nicknames, sizes or numbers on the shirts.

Players may wear non-uniform shorts, skirts or tracksuit pants.

Each team must wear a full set of netball bibs (patches showing the positions of the players). In the case of similarity between the teams another set will be provided.

No jewellery is permitted to be worn on the netball court except a wedding ring or medical bracelet which must be taped to the satisfaction of the umpire with approved tape (one made of cloth, not plastic bandaids or electrical tape).

Fingernails must be cut short, i.e. not visible over the edge of the finger, or taped with approved tape. Gloves may be worn. It is at the discretion of the umpire whether the nails are of an acceptable length require cutting or taping.

SECTION 2 - OFFICIALS

1. Umpire

There shall be one umpire who shall have control of the game, give decisions and shall umpire in accordance with the rules. The decision of the umpire is final and shall be given without appeal. If it is deemed necessary by the Umpire Co-Ordinator a second umpire may be assigned to the game with the umpiring to be conducted in the style of outdoor netball.

The umpire will wear a uniform distinct from the players.

The umpire’s whistle shall stop and start the game, not the timekeeper’s signal. The umpire will hold a whistle in their hand to be chosen by the team captains to decide first centre pass and goal ends. The umpire shall re-start the game after each goal is scored and after each interval or stoppage.

The umpire is responsible for checking of players uniform, jewellery and nails and is responsible for ensuring that the start of play is not delayed by players taping nails.

The umpire shall officiate inside the court and shall keep as close as possible to the side of the net so as not to interfere with the play, except when it is necessary to move into the playing area to indicate where a penalty is to be taken, to conduct a toss-up or to gain an uninterrupted view of play.

The umpire shall at all times endeavour to move into a position so as to see all play and make accurate decisions.

To ensure that play is continuous the umpire will play advantage wherever it is appropriate. Time delaying tactics will not be tolerated and a penalty will be awarded to the non-offending team. The umpire shall state the infringement noted and the penalty to be awarded. Hand signals will be used to clarify decisions.

NOTE:

If the ball strikes the umpire or the umpire interferes with the progress of play, play will not cease unless either team has been unduly penalised. If only one player was contesting the ball at the time a free pass will be given to their team. If two players were challenging for the ball at the time it strikes the umpires, a toss-up shall be done between the two players.

2. Scorer

The scorer shall:

Operate the scoreboard.

Keep a written record of the score - record each goal as it is scored unless disallowed by the umpire. The written record is the official score of the game.

Keep a written record of the centre pass. Call the centre pass if queried by the umpire.

Act as a timekeeper if required.

3. Captains

The captain shall:

Fill in the registration card with the names of all players, including those of all interchange players who may be used.

Ensure that each member of their team, including interchange players, sign the official scoresheet. Notify the umpire and opposing captain of any positional changes or substitution of player which may take place during any interval or after any stoppages for injury illness.

NOTE: Penalty for failure of notification shall be a free pass to the non-offending team, immediately any player enters an area that was offside prior to that player being substituted or changed. The free pass shall be taken from the place where the player was deemed to be offside. Prior to the taking of the penalty the non- offending captain may rearrange their team. After the taking of the penalty the player may remain in the position they now occupy.

The Captain shall be responsible to get their team on the court for the scheduled start to of play.

The Captain shall have the right to approach the umpire during an interval or after the game for clarification of any rule or interpretation.

 

SECTION 3 - AREAS OF PLAY

A team shall consist of seven players. The positions and area play are as follows:

Goal Shooters attacking goal circle and attacking goal third.

Goal Attack - attacking goal circle and attacking goal third and centre third.

Wing Attack - attacking goal third and centre third.

Centre - attacking goal third, centre third and defensive goal third

Wing Defence - defensive goal third and centre third

Goal Defence - defensive goal circle, defensive goal third and centre third

Goal Keeper - defensive goal circle, defensive goal third

 

SECTION 4 - DURATION OF THE GAME

Teams will be notified of the makeup and duration of the games at the time when the final draw is drafted.

The grandfinals will consist of four (4) nine minute quarters with a (30 Sec) break at the completion of the first and third quarters and a (1 minute) break at half time. Team shall change ends at the end of each quarter or half as the case may be.

Time shall not be added to compensate for any time lost due to accident or other cause, except in the case of the grandfinals, where the lost time shall be added onto the end of the quarter in which the incident occurred. Play shall end on the umpire’s whistle not the timekeepers signal.

Extra time shall be allowed to take a penalty shot in any game.

 

SECTION 5 - CONDUCTION OF THE PENALTIES

The penalties to be awarded are free pass, penalty pass, penalty shot or pass and toss-up.

The penalties are taken from where the infringement occurred unless:

a penalty shot or pass is awarded, in which case the penalty is taken from where the infringer was standing except when the non-offending team is placed at a disadvantage.

The advantage rule is applied.

All penalties are awarded to the team, except for the toss-up. When taking a penalty the footwork rules shall apply.

A free pass is awarded for all footwork, offside and technical infringements.

A penalty pass is awarded for all contact, obstruction, intimidation and net infringements outside the goal circle or inside the circle by the attacking team.

A penalty pass or shot is awarded for all contact, obstruction, intimidation and net infringements within the goals circle by the defending team.

NOTE: A player penalised for obstruction, contact, intimidation or net infringements must stand beside and out of play of the player taking the penalty until the ball has left the players hand. If the penalty taker leave the mark, obeying all footwork rules the offending player may not move from the mark until the ball has been released.

A toss-up is necessary when:

The toss-up shall be conducted between the two players concerned, (substitutes are not permitted except due to injury), who shall face each other and their own target goal line, arms straight by their sides and at a distance of 0.9m. Neither player shall move until the whistle has been blown.

The ball shall be held at waist height of the shortest player between the two, thrown to the chest height of the shortest player and the whistle blown. Any player who moves prior to the whistle being blown shall be deemed to have "broken" and a free pass shall be awarded to the opposing team where the infringement occurred.

A goal shooter or goal attack may shoot for goal directly after winning a toss-up inside the circle, obeying all footwork rules.

If, in winning a toss-up, a player has moved inside the three feet establishment by the umpire prior to the toss-up, the opposing player in the toss-up does not have to move from their original mark should they choose to defend, provided they are still on their original mark.

NOTE: A toss-up must be conducted entirely in a third or goal circle and cannot be split over two thirds or between a goal circle and a third.

 

SECTION 6 - LATE ARRIVALS

No late arrival may replace a player who has filled the position of the latecomer except at one of the interval, abiding by all interchange rules.

Latecomers may not enter the court after the game has commenced until:

After a goal has been scored

At and interval

If play is stopped for injury or illness

The latecomer must notify umpire before entering the court. The penalty for infringing is a free pass to the opposing team where the infringer entered the court, unless this is a disadvantage to the non-offending team, in which case the free pass shall be taken where the ball was at the time of the infringement. The infringer shall leave the court unless able to comply with the rules above.

 

SECTION 7 - PLAYER INTERCHANGE AND SUBSTITUTION

A player interchange is the action of alternating player on and off the court.

A maximum of three interchange players are permitted to be used by any team in a game.

Interchange of players will only be allowed at an interval, unless necessary due to injury.

A player coming onto the court as a interchange player must first report to the umpire, who shall check the players uniform and jewellery.

When a player is injured a decision must be made within two minutes whether or not they are to be replaced. The substitute must be on the court within this time taking the position of the injured player.

A player who has left the court and been replaced due to injury may take no further part in the game. If they are not replaced they may return to the game at a later time, filling the vacant position and abiding by all the interchange rules. They must notify the umpire of the return to the court,

Playing positions may be changed at any interval or at any stoppage for injury or illness. An injured player who is not removed from the court may change positions with another member of their team (one change only). If this happens the other team shall have the chance to make one positional change.

The team captain shall notify the umpie and the other team captain of all injury substitutions, interchanges and positional changes. Any player who leaves the court without the permission of the umpire shall be unable to take any further part in the game. No substitutes shall be permitted.

 

SECTION 8 - STOPPAGES

Play may be stopped for injury or illness. A time of two minutes will be allowed while officials decide whether the player is fit to continue.

Play may be stopped for an emergency relating to the equipment, nets and openings, or interference from the outside agencies, a players person or clothing, or officials in charge of the match.

After a stoppage the play shall be restarted on the umpires whistle, by the same player and at the same position the ball was in when play stopped. If it cannot be determined who was last in possession of the ball, a toss-up shall be conducted between the two centres at the point where the ball was last in play. In the case of the stoppage being in the goal circle the toss-up shall take place between the goal attack and the goal defence.

When the stoppage was due to an infringement, the penalty shall be taken and play recommenced on the umpire’s whistle.

During any stoppage for injury or illness players must remain inside the court and no coaching is permitted.

Any player who wishes to leave the court for an emergency, must first get the umpire’s permission, and may only re-enter the court obeying all substitution rules.

 

SECTION 9 - OFFSIDE

A player shall be offside in any area other than the playing area for the designated position of the bib that the player wears, whether or not they have possession of the ball.

A player shall be offside, despite the positional bib, if the team captain fails to notify the umpire of positional changes or substitutes.

A player may take the ball from an offside area or lean on the ball to gain balance, but shall not be deemed to be offside unless body contact is made with the floor or netting in the offside area.

A player is deemed to be offside if any part of the foot touches or goes over the lines on the court.

Penalty for infringement - free pass to the non-offending team at the point where the offside occurred. (eg WD enters their attack goal third, pass taken from the goal third.)

When two opposing player are simultaneously offside -

If neither is in contact with the ball and no advantage is gained by either side, play continues without penalty.

If one or both is in possession of the ball, or touches it, a toss-up is taken between the two players in the onside third.

If in different areas and neither is in contact with the ball, a toss-up between any two opposing players will be taken in the centre third.

SECTION 10 - THE NETS

The side, end and ceiling nets shall form part of the court and the ball may be played off any net.

The nets are for use of the ball but not the body.

A player may use the nets to direct the ball to another player. They may bounce the ball off any net, at all times obeying the over a third rule. The exception is the centre pass. The centre pass must be directed to another player permitted in the centre third and must be touched by any player in the centre third before hitting any of the nets.

Penalty - free pass to the opposing team where the ball struck the net.

The ball shall be player live off any net. Once a player has released the ball, they may not regain possession of the ball until it has touched or caught by another player. If the possession of the ball has been regained by the player without it touching another player it is deemed to have been replayed.

Penalty - free pass to the opposing team where possession was regained.

A player may defend an opponent against the net, provided the defending player does not touch the opponent or obstruct them.

The Nets may not be used to pin a player in such a manner that they cannot move in any direction without contacting the nets or another player.

Penalty - penalty pass from the point where the infringer was standing unless the non- offending team are disadvantaged,where the penalty will be taken from where the attacking player was standing. If the infringement occurred in the goal circle a penalty pass or shot will be awarded.

Players may not deliberately or accidentally fall into the nets, lean into the nets or push off the nets to gain possession of the ball.

A player may not -

Land in or on the net, push off from or run into the net.

Use the net to stop their momentum.

Climb the net to reach a high ball.

Lean back on the net to gain a better position to take the ball.

Lean into or hold the net to gain advantage or assistance whilst defending a player.

Lean into or hold the net to prevent falling offside.

Touch the net whilst shooting for goal.

Lean into the net to push around another player.

Allow any part of their body to contact the net.

Push the ball into the net gain possession.

 

Penalty - penalty pass to the opposing team where the infringement occurred. If in the goal circle by a defending player a penalty pass or shot shall be awarded.

A player may, in attempt to avoid another player who has tripped and fallen suddenly,fall into the net.(umpires discretion)

 

 

SECTION 11 - CONDUCT OF THE GAME

Positioning of players for the start of the game:

The attacking centre player, with the ball, shall stand with both feet wholly in the centre circle.

The opposing centre shall be in the centre third and shall be permitted to move freely.

The wing attacks and defences and the goal attacks and defences shall be in their respective goal thirds and be permitted to move freely but must remain completely behind the transverse line until the whistle has blown. The goal shooters and keepers must remain in their respective goal circles for the first centre pass of each interval commencement. After the first centre pass has been taken they may move freely through their respective goal thirds.

Immediately the attacking centre has both feet inside the centre circle the umpire shall blow the whistle to start play. The attacking centre does not have wait until the opposing team is onside as ‘running onside’ is permitted.

No other player shall enter the centre third until the whistle has been blown for the centre pass.

NOTE: For a player to be deemed off-side or not onside for the centre pass the grounded foot must be in the centre third or the player must have their foot on the transverse line when the whistle is blown. A player may be deemed to be ‘in the air’ for a centre pass and not offside if they move prior to whistle but their foot is not yet grounded when the whistle blows.

Penalty - free pass to the opposing team where the player entered the centre third. If two player are simultaneously offside the simultaneous offside rule applies.

 

Start of Play -

The choice of the first centre pass is decided by the team captains choosing the umpires hand that the whistle is in at the start of the game.

The umpire shall blow the whistle to start and to restart play after a goal has been scored or after a stoppage.

The centre pass is not deemed to have been taken unless it has been released from the centre players hand.

A team not ready to take the court for the start of play shall be penalised one goal per minute they are late to a total of one quarter the playing time, at which the game will be awarded to the opposition.

When the whistle is blown the centre must pass the ball within three seconds, obeying all footwork rules. The ball must be touched by a player in the centre third before it hits the net.

Penalty - free pass to the opposing team in the centre third where the ball hits the net.

 

Centre pass -

The centre pass must be touched by any player in the centre third before entering the goal third. If the ball enters the goal third before being caught or touched It is deemed to be untouched in the centre third.

Penalty - free pass to the opposing team in the goal third where it entered the third.

A player who lands with the grounded foot or both feet simultaneously in the centre third is deemed to have received the ball in the centre third. A player who lands with feet simultaneously astride the transverse line shall be deemed to have received the ball in the goal third and above penalty applies.

 

Playing the ball -

A player may -

A player may not -

A player in possession of the ball must dispose of it in a legitimate manner within three seconds.

A player in possession of the ball may not -

NOTE: The goal ring includes the open net attached to it but not the net forming part of the court. The normal replayed ball rulings apply in possession is regained without touching any part of the goal ring.

Penalty - free pass to the opposing team where the infringement occurred.

 

Short Pass -

When the ball is passed between players of the same team there must be sufficient room for a third person to move between the hands of the thrower and receiver. Two players of the same team shall not have simultaneous possession of the ball.

Penalty - free pass to the opposing team where the receiver is standing.

 

Over a third -

The ball may not be thrown completely over a third of the court without being touched by a player deemed to be in that third. A player is deemed to be in the third when their grounded foot is in the third. If a player lands with feet simultaneously over the transverse line they are deemed to be in the far third.

Penalty - free pass to the opposing team at the point were the ball was deemed to be over a third.

If the penalty has been awarded for over a third from the centre third to the end net of the goal third the ball must be touched in the goal third before proceeding back to the centre third. If the pass is taken at the end net and thrown untouched in the centre third it is again a call of over a third. This is only if the pass is as a result of an original call over a third.

The over a third is worked out from where the grounded foot was. If a player’s grounded foot was in the goal third and they step into the centre third and after releasing the ball it is not touched till it enters the other goal third, it is deemed to be over a third because the GROUNDED FOOT was in the goal third.

 

 

 

Footwork -

A player may -

A player who catches the ball with both feet grounded or who lands after receiving the ball on both feet simultaneously may -

The player in possession of the ball may not -

Penalty - free pass to the opposing team where the infringement took place.

 

Scoring a goal -

A goal is scored when the ball is thrown, batted or rebounded through the goal ring by either the goal attack or shooter who must have landed with both feet entirely within the goal circle.

The goal attack or shooter may shoot for goal after winning a toss-up in the goal circle.

When taking a shot for goal, a player shall shoot within three seconds of receiving the ball and shall obey all footwork rules.

A goal shall not be scored when -

A defending player will not cause the goalring or goal net to move as to interfere with the shot at goal.

Penalty - penalty pass or shot to the opposing team to be taken where the infringer was standing, unless this places the non-offending team at a disadvantage.

Goal tending is permitted provided that no contact is made with the goalring or net, that the defence is not made through the inside of the goalring and all obstruction rules are obeyed.

Penalty - penalty pass or shot where the infringer was standing unless this places the non-offending team at a disadvantage.

Penalty - free pass to the opposing team where the infringer was standing.

 

Obstruction -

A defending player must not be within 0.9m (3 feet) of the player with the ball when an attempt to intercept or defend is made. The distance is measured from the original position of the grounded foot, or in the case of simultaneous landing, from the nearer foot of the attacker to the nearer foot of the defender.

From the correct distance the defending player may-

A defending player may not shorten the distance of 3 feet in an attempt to intercept or defend the throw.

Obstruction of a player not in possession of the ball occurs when -

Penalty - Penalty pass or penalty pass/shot where the defending player was standing, unless this places the non-offending team at a disadvantage, then the penalty shall be taken where the obstructed player was standing.

 

CONTACT-

No personal contact with an opponent shall be allowed whether deliberate or accidental.

No player shall push,knock,trip or bump an opponent in an attempt to get free.

No player shall hold an opponent, feel for an opponent or charge an opponent.

No player shall deliberate move into the path of an already moving player at the last minute.

No player shall touch the ball held by another player.

A player catching the ball in the air has a right to landing space on the court. Any opponent interfering with this player natural landing space is deemed to have caused the contacted.

If two opposing player make simultaneous contact whilst striving for the ball, the decision shall be toss-up.

 

CONTACT WITH THE BALL-

No player in possession of the ball shall push the ball into an opponent or touch an opponent with it in order to interfere with that opponents play.

When a defending player has established 3 feet and their hands are stationary, the attacking player with possession of the ball, shall not touch the defending player with the ball in their possession. If contact is made by the attacking player with the ball it is deemed that the attacking player has caused the contact.

If both the defender and attacker are moving simultaneously a toss-up will be conducted.

 

 

Penalty- Penalty pass or penalty pass/shot to the opposing team where the infringement occurred, except where this places the non- offending team at a disadvantage, in this case the penalty shall be taken from where the contacted player was standing.

 

SECTION 12- DISCIPLINE

The breaking of the rules, or employment of action not covered in the rules which is contrary to the spirit of the game is not permitted.

This includes-

The breaking of the rules between the scoring of the goal and the re-start of play, and between the awarding and the taking of any penalty on court.

Employment of deliberate breaking of the rule.

The engaging of any undue rough play or professional fouls.

 

Between the scoring of a goal and the restart of play, any player infringing the rules shall be cautioned by the umpire that their actions are unacceptable. Further action under the discipline rules may be taken at the umpire discretion.

If, between the awarding and taking of the penalty, a player commits an infringement that player shall be penalised, un less this places the non-offending team at a disadvantage, in which case the penalty shall be taken from the site of the original penalty.

Any swearing, arguing with the umpire, undue rough play, unfair play, mistreatment of equipment or unduly wasting time may incur a penalty. the severity of which is solely at the discretion of the umpire. The usual procedure for misconduct is a warning.

A continuance of these acts of misconduct may result in the offending player(s) being sent from the court by the umpire, for a length of time deemed appropriate by the umpire.

This action need not be preceded by a warning. Further penalties may be imposed on the player or the team as a whole.

Spectators will not be permitted to heckle or intimidate the opposing team player or the umpire. The umpire may penalise the team if deemed necessary.

Any game may be stopped and awarded to either team when infringements of the above nature escalate to the point where the game has ceased to be under control. Further penalties may be awarded at the completion of the match by the Manager.

 

 

When a player is removed from the court,no replacement is permitted for the player for the period of time the player has been removed from the game.

When a player is removed from the court, no team changes are permitted, unless the player is the centre, in which case one player may be moved into the centre position.

 

SECTION 13 - MIXED NETBALL

These rules are in addition to all previous rules.

There shall be a maximum of three and a minimum of two males allowed on the court at any one time.

The male players must play in the following positions :

1 male in the attacking goal i.e. either goal attack or shooter

1 male in the centre positions i.e. either wing attack, wing defence or centre

1 male in the defending goal i.e. either goal defence or keeper

Three substitute players are permitted in any game. These players may be male or female.

Any female player who is removed from the court during a mixed game due to injury or illness may only be replaced by a female player.

In the event of removal of a male player during a mixed game due to injury or illness, the following procedures shall be followed :-

A male player may be replaced by a male player.

A male player may be replaced by a female player providing that this makes no more than five females on the court.
